Spell negate is worth a bonus.
This is more likely to be adopted because it is more engaged than Ketos.

It's not bad at all as a check against Spell, but I wonder if Mermail can afford to spare this frame...

It's an inconsistent effect
If the goal is to increase the RBI, it has a bad position, and if it is for the purpose of Spell negate, it makes almost no sense to increase the RBI.
I honestly don't see much value in it...

Highest enhancement value of any Mermail Equip Spell to date. However, if you use it for the purpose of negate the RBI, it makes no sense to increase the RBI, or if you use it for the purpose of RBI, it's just an awkward Equip Spell.
Unless it's an Equip Spell...
